An application belongs to a specific published brief.

The form does not create a generic applicant pool. A submission is accepted only when the selected Challenge Brief is published, has status “open,” and program administration has enabled applications for that record.

No published Challenge Brief is accepting applications. The form remains visible so its requirements can be reviewed, but the server will not accept a submission without an open brief.
