Private intake and public discovery are different records.
The statewide system is designed so people can contribute ideas and form teams without automatically publishing contact information, full submissions, or confidential technical detail.
Keep each layer limited to its job.
Idea / issue intake
Contact details, full high-level submission, status, and internal routing are stored privately. They are not the public idea board.
Idea summary
Only after the contributor opts in and a separate public title/summary is reviewed. Contact data is not included.
Collaboration response
People can respond to an idea or offer skills without posting their email publicly. Program staff can broker an introduction.
Formal Challenge application
The applicable Challenge Brief states the records, confidentiality, IP, licensing, data, and public-disclosure terms for that cycle.
Do not use a public-facing idea form as a trade-secret vault.
The idea intake deliberately asks for a high-level explanation. Patent-sensitive details, unpublished research, trade secrets, contractual information, employer-owned material, security-sensitive information, and other confidential content should move only through an appropriate separate process.
Submitting a high-level idea should not be described as transferring ownership. Any later assignment, license, paid development, procurement, research agreement, confidentiality agreement, or grant has to state its own terms.
Publishing a card does not publish the private record.
