Discovery Calls open a public question to individuals, informal teams, community groups, students, researchers, makers, businesses, nonprofits, public workers and people already building something that may be useful. A Discovery Call is an invitation to contribute—not an award announcement.
The broad intake keeps the program open to unexpected ideas. Discovery Calls give Arkansas a way to concentrate attention on a specific public question without prematurely turning it into a competition.
A contributor can bring an invention, service improvement, research result, community practice, accessibility concept, early prototype or other Arkansas-relevant idea without waiting for a predefined topic.
Open idea route →A published call can seek ideas, existing projects, research, lived-experience knowledge, technical capability or team members around a defined topic. Each call states its reach, dates, participation routes and any support actually available.
See published calls →A discovery contribution can be routed to an existing resource, connected with missing expertise, developed further, studied, referred for direct public review, or considered when a future formal Challenge is being qualified.
If public money, a formal award, a procurement, or a competitive selection is later involved, that next step gets its own controlling rules. Submitting an open idea does not silently place someone into a procurement or prize process.
