Program flow
Open ideas and formal challenges meet in the middle.
The statewide system has two entry streams: ideas and problem knowledge that come from the public, and formal Challenge Briefs created around verified public problems. Neither stream replaces the other.
Open statewide stream
Ideas can arrive before a challenge exists.
- Idea / problem / capability enters.High-level submission, issue evidence, or collaboration offer.
- Screen + verify.Mission fit, duplication, existing alternatives, evidence, confidentiality, and practical next steps.
- Connect + develop.Team formation, research, public problem owners, and verified outside resources where useful.
- Route.Direct review, further research, external resource, prototype work, challenge qualification, or archive.
↔Qualified problems and promising approaches can inform each other.
Formal challenge stream
A challenge starts only after the rules are real.
- Problem owner + authority.Named sponsor, authority, resources, records, accessibility, and decision ownership.
- Challenge qualification.Why open competition is better than direct work, procurement, grantmaking, or research.
- Challenge Brief.Outcome, scope, eligibility, incentive, dates, review, IP/data, support, pilot, transition.
- Compete + evaluate.Applications, clarifications, conflicts, review, selection, then pilot only if authorized.
Statewide idea routing
A good idea can have several legitimate destinations.
The program should not invent a new internal program every time an idea is useful.
