Yes. Problem and evidence intake is separate from idea submission because people who experience a barrier should not be required to invent the fix.
Yes. The collaboration route can accept skills, research, fabrication, design, evaluation, public-service knowledge, test-site/resource offers, or an interest in joining a public idea.
The collaboration layer can publish opt-in team needs and public collaborator profiles while keeping contact information private. Program staff can broker introductions when the intake is active.
No. It is a discovery/collaboration board. It has no popularity score and public visibility does not equal endorsement or formal selection.

It can be screened, connected to collaborators, routed to existing resources, sent for further research/development, considered for direct program review, identified as a possible challenge candidate, or archived with a status note.
A verified problem with a clear desired public outcome where the best method is genuinely uncertain and a broader solver pool could produce materially different approaches that can be evaluated fairly.
No. Many useful ideas should use direct implementation, existing services, research, commercialization resources, grants, procurement, partnership, or ordinary prototype work rather than a formal competition.
Possible value includes team formation, access to problem owners, feedback, development/referral support, real-world validation, commercialization or research connections, and—when formally authorized—prizes, grants, paid work, or other incentives stated in the Challenge Brief.
Open innovation can widen the search for solutions, reduce duplication, reveal existing options, connect public problems to the state innovation ecosystem, and buy down uncertainty before larger public commitments.
Not simply because they are listed as resources. Partnership language should be used only after an actual agreement or commitment.
Potentially, but public employees remain subject to their employer rules on ethics, procurement, public records, confidentiality, outside activities, and IP.

Failure can still create public value if it prevents a larger bad investment or identifies a design, access, operating, safety, or evidence problem. The closeout record should preserve those findings.
Yes. Idea, problem, collaboration, and formal application records can use the receipt ID and private token returned when the intake is active.
